China’s internet laws in 2024 reflect a robust and strategic approach to cyberspace governance, focusing on cybersecurity, data protection, and regulation of online activities. These laws have far-reaching implications for businesses, individuals, and the global digital landscape. This article delves into the key legislative developments and their strategic impact, drawing on real-life sources and academic articles.

Evolution of Cyberspace Governance

Since gaining full functional access to the internet in 1994, China has significantly advanced its law-based governance in cyberspace. By 2024, the country had enacted over 150 pieces of legislation related to cyberspace governance, as noted by Wang Song, deputy director of the Cyberspace Administration of China (CAC) (Xinhua, 2024). These laws aim to support digital economic development and address specific areas such as e-commerce, livestreaming, online payments, and online recruitment.

Key Legislative Developments in 2024

Countering Unfair Competition in Cyberspace

In May 2024, China introduced interim regulations to counter unfair competition in cyberspace. These regulations are designed to protect the legitimate rights and interests of internet users and ensure fair competition among online platforms (Xinhua, 2024). The regulations address issues such as the spread of false information and algorithm abuse, with over 40 special operations launched to tackle improper or illegal online behaviors, resulting in the removal of over 20 billion pieces of illegal information (Xinhua, 2024).Strategic Impact: These regulations are strategically significant as they aim to create a level playing field for businesses operating online. By curbing unfair practices, China seeks to foster a healthier digital economy, encouraging innovation and fair competition. This move also aligns with global trends towards greater regulation of digital markets to protect consumers and ensure market integrity.
